The Joint Council on Public Health Education was established in March1916inShanghai, with the background of a badly needed effort to improve the public heath ofmodern China. It was formally renamed the Council on Health Education in1922.The council was organized by the China Medical Missionary Association, the nationalMedical Association of China, the Young Men’s Christian Association of China andother organizations else. The council was established for the purpose of popularizingheath knowledge and making people stronger. It was engaged in spreading heathknowledge and researching heath education. It was the first health educationorganization, and also the first academic organization that was named by “heatheducation”. The council ended under the decision of its board in1930.The Council on Health Education set up the board of directors that was made upof persons from the forming constitutions. General secretary, deputy secretary,president and vice-chairman were appointed in the council. It supposed general affairsdivision, translating and editing division, children heath division, school heathdivision, city heath division and other divisions that were charged by each head ofdepartment. It also published The Quarterly Heath,The Heath Series, The HeathBooklets Series and so on to propagate heath knowledge.It published The MonthlyHeath with the cooperation of Shanghai government in1927. The Council on HealthEducation focused on public heath education and raising people’s consciousness ofpublic heath by the way of publishing magazines, holding heath article competitions,conducting heath centers and heath summer schools and so on,which played a greatpositive and effective role for people’s public heath awareness and heath activities.
