The method of repairing the marine ecosystem by artificial reef is widely practiced in the coastal area of our country. However, due to the different waters to restore and the different remediation goal, there are different remediation effects. With the basic theory of ecological restoration, this paper starts the analysis from the perspective of repair practice in artificial reef of Haizhou Bay. And we studied the all aspects of artificial reef in restoring ecosystem structure and function. This paper comprises of the following parts: 1.The evaluation of the resource and environment improvement effect for ecological remediation in Haizhou Bay. 2. The estimation of comprehensive economic benefits produced by ecological remediation in Haizhou Bay. 3. The analysis of ecological remediation value from the perspective of red-line and main-functional policy in marine ecology. By summarizing the experiences and problems in ecological remediation of Haizhou Bay, related suggestions and measures were tried to come up with. The result can provide a basis of how to restore the ecology by artificial reef in Haizhou Bay or other sea area.In this paper, the concept of ecological remediation and artificial reef are first brought forward, and the current situation of investigation both in China and abroad are compared. The importance of remediation assessment and the concerns in restoration process are pointed out.Secondly, the improvement effect of resources and environments in marine ecological remediation are introduced and appraised. The comprehensive evaluation index system was set up in allusion to every index, using the method of combination weights. Finally the comprehensive ameliorated rate was figured out through utility function. The resource and environment improvement effect of ecological remediation can be quantificationally evaluated. Through the case study of the artificial reef first stage in Haizhou Bay, the results for this study are as follows:1)The comprehensive value and ameliorated rate of marine ecosystem restoration by artificial reef in 2009 were 0.3619, 19.88%, respectively. The overall restoration effectiveness was intermediate level. The average ameliorated rate of resources was only 9.53% and was clearly below the comprehensive ameliorated rate 19.88%. The average ameliorated rate of environment was 24.9% and was higher than the comprehensive ameliorated rate.2)The comprehensive value and ameliorated rate of marine ecosystem restoration by artificial reef in 2014 were 0.4003, 30.12%, respectively. The overall restoration effectiveness was intermediate level. The average ameliorated rate of resources was only 17.95% and was clearly below the comprehensive ameliorated rate 30.12%. The average ameliorated rate of environment was 33.13% and was higher than the comprehensive ameliorated rate.The results prove two important things during the engineering project: 1.The effect of ecological remediation was increasing each year. 2. The effect of environmental remediation was superior to the effect of resource recovery.Thirdly, evaluate the Marine economic benefit of the ecological restoration,estimate the value of regulation services、provision services and society culture services with the market alternative method 、 results of settlement method、model forecasting method and so on. Results show that:in Haizhou Bay the value of regulation services、provision services and culture services comes from the ecological restoration is 290629 thousand Yuan,262068 thousand Yuan, 1061605 thousand Yuan.The largest proportion is society culture services 65.76%,then regulation services up to 18.00%,and the provision services up to 16.23%.Fourthly, estimated the marine ecological restoration project in Haizhou Bay,under the policy on the red line regime in marine ecosystem、The national marine main body function area planning.it shows that:the project should in response to national policy about the marine development and protection.In the end,based on the results of evaluation,combined with the research at home and abroad.Discuss the repair effects and comprehensive benefits in Haizhou Bay about artificial reef repair Marine ecosystem.We suggest that:1.it must strengthen management at the later period to advanced the effect,2.Attaches great importance to the recovery effect of biological resources、biodiversity protection,3.Added a variety of types of ecological restoration governance approach,Improve the efficiency of the solution of the ecological problems,with estuary、coastal waters, coastline、island at the same time.4.Using ecological restoration of economic value theory,to speed up the industry transition,and create a new way of economic growth.5.To improve the public participation,strengthen the marine ecological protection consciousness of the whole society6.Attaches great importance to the ecological restoration effect assessment,improve the ecological remediation monitoring technology,raise the level of evaluation of ecological restoration.
