The irrigation area is large, the land is scattered, and the land use efficiency and irrigation efficiency are low in Hetaoirrigation district. Aiming at these problems, this thesis in the background of the Yellow River water reducing in Hetao Irrigation Area, based on laser leveling field check test and level border irrigation experiments, used the software and model to simulat and analyz the field measured data, analysed of the effect and regularity of laser leveling and level border irrigation technology systematically, provided technical support for Water-saving irrigation in Hetao Irrigation District. The main conclusions are as follows:(1) Laser leveling significantly improve land leveling accuracy, land leveling accuracy can be increased up to 58.67%, close to present home and abroad the optimal value of laser leveling technology is 1.50cm. The average error of earthwork calculation used VB programming is 3.75%. Proposed the condition of optimal operation route: Choose outer circular route if outside high internal low terrain; Choose inter circular route if outside low internal high terrain; Choose inter serpentine route if high or low on both ends. The relationship between the border area of a and working efficiency of E and laser leveling cost C is parabolic function, the absolute improvement degree of S and C showed a linear positive correlation, exponential function relation with E. When the S is increased by lcm, complete the flat work cost per acres increased 26.94 yuan.(2) Laser leveling can not only increase the soil surface water content but also improve the distribution of surface salinity. Laser leveling can increase the yield of 23.4%, laser leveling cost between 48.12 yuan/acres-78.05 yuan/acres. Combined with the field engineering layout in Hetao irrigation district, when a is 3.5 acres, cost C is 28.56 yuan/ acres-and working efficiency of E is 7.67 acres/h, so border area of about 3.5 acres can be achieved good effect of engineering economy. Analysed of output and economic indicators of each treatment can be known, when a is 3.4 acres, the cost of laser leveling is the lowest, highest income. Considering the irrigation quality index and economic benefit to select the optimal size is 50mx45m.(3) Through the WinSRFR software to simulate the current situation of irrigation elements, get the optimal combination of flow and border width:when the flow is 0.10 m3/s、0.11m3/s 0.12m3/s、0.13m3/s, the corresponding optimal border width is 15m、25m、 35ms 45m, border area respectively is 1.12 acres、1.87 acres% 2.62 acres,3.37 acres, local farmers can be reasonably adjusted the order and the number of open irrigation according to border area.(4) Used design module of WinSRFR software, planning for border specifications according to the actual situation. When length is 102m and width is in 65m-95m, irrigation quality index reached more than 95% and the border area is in 6670 m2-10005 m2; When length is 154m and width is in 65m-110m, irrigation quality index reached more than 90% and the border area is in 10005 m2~16675 m2.
