Forest is an indispensable part of the earth’s ecosystem. The sustainable use of resources and sustainable development of human beings can be realized through the scientific management and improvement of forests. Thanks to the theoretical development of precise forest and practical advancement of IT equipment, brand new technologies like MINI all all-station and super-station instruments are constantly being developed. However, the present software do not perform well in terms of the compatibility and supportive functions of other forest investigation instruments. The integration of indoor and outdoor investigation is still far from satisfaction.The Forest Precision Management Platform in this paper is based on the real research and observation experiment in Wangyedian Forest center in Inner Mongolia and Huangnihe Forest center in Jilin Province. The platform is constructed on Visual Studio 2010 in C# language, in which the GIS component is based on ArcGIS Engine 10.2. with the image recognition component on OpenCV, spatial database on Geodatabase spatial data model, interface on DotNetbar.The Forest Precision Management Platform is composed of 4 modules, namely forest GIS basis, forest basic management, forest precision observation statistics and forest precision management design. The functions include:GIS spatial data management, space division and forest form map mapping, individual vertical wood parameters of volume table calculation, stem analysis, nondestructive tree fine measuring and tree ring recognition, corresponding stand parameters of the 3D angle observation, five-tree observation, mini station/super station post processing, corresponding management decision of small round of the best cutting period, maximum accumulation amount and optimum cutting.The distinctive features of the Forest Precision Management Platform can be listed as follows:1. The combination of GIS data, measured tree diameter/total station data and MINI all/super station data improves the multi-data acquisition and multi-data analysis.2. The functions, ranging from forest GIS data management, individual tree parameters acquisition calculation, forest stand parameters acquisition calculation to forest management decision analysis, help to construct the all-rounded and systematic forest management basic business.3. By developing the module of every new forest observation instrument and data communication, this automatic and precise data processing platform solves the inability of observation data calculation and deficit of visualization expression,4. The platform adopts the C/S software architecture model and lightweight database structure, which occupies little resources and works without the Internet, and therefore it is suitable for outdoor real time data processing and the integration of the 3S data all process operation.
