In order to choose the forest management emissions/removals reference level in favor of fulfilling UNFCCC, the study based on the data of forest resources statitics of China and national land-use change and forest greenhouse gas inventory of 1994 and 2005, using the base-year method and average method that current Annex I country parties commonly used, compared the forest management reference level values of China. The research shows that, the estimation of FMRL with 1990 and 2005 as the base.ears are -129.342 and -293.689MtCO2 equivalent and the estimation of FMRL with average method is -181.990 MtCO2 equivalent. Based on the characteristics of forest resources and the development trend of relevant state policies about forest deforestation and requirements of UNFCCC regulations, the research suggests that,1) compared with the average method, by using the base-year method is more conductive to play the contribution of forest management to compliance; 2)1990 as the base year for carbon accouting of forest management activities can make more potential in fulfilling UNFCCC; 3)establishing and improving the forest management carbon accounting and monitoring system and database are the key of effectively reaching potential for fulfilling the international climate conventions of China’s forestry.
