Since the mid-1980 s to determine the “keep-based" approach to development of fisheries since the core, C hina has gradually become the world ’s largest aquaculture country, mainly in freshwater aquaculture ponds has become one of the most important fisheries production. Aquaculture ponds provide abundant aquatic mankind, and meet people’s demand for high-quality protein. It also provides farmers( Fishermen) sources of income, promote rural economic development. In addition, the ponds also provide non-market value like climate control, air conditioning, recreation and cultural services. These non- market values have been as public good services in the community, but the value of these providers has not been properly pay. Shanghai region has introduced a series of ecological payment policies and regulations, mainly related to the basic farmland, water, land, forest, etc. However, there’s no enough attention to the ecological payment for ponds. Therefore, the research on Shanghai area ponds ecological payment has a very important practical significance about the protection of ecological environment in the region, improvement of the income to farmers, promotion of the sustainable and healthy development of pond aquaculture industry.The paper takes the necessity and status of implementation of ecological payment policy measures as the entry point. The analysis shows that there is a strong need to develop and implement ecological payment policies ponds, and there’s a large gap between the necessity for pond ecological payment policy and existing measures. Compared to basic farmland, water sources, woodland, the existing ecological payment policies of pond aquaculture is lacked. The main reasons for such a gap maybe academic research rela ted to the pond ecological payment is not enough, aquaculture ponds did not attract enough attention to the relevant departments, and the demand pond farmers did not receive the attention they deserve. After summarize, the fundamental reason is concern abo ut inadequate demand of pond farmers.In order to understand the needs and farmers ’ willingness to participate in ecological payment, we collected relevant data in sampling methods households in Shanghai pond farmers, and analyses the influencing factors of farmers ’ willingness to participate in ecological payment by orderly Logistic regression model. Empirical analysis shows that:88.98% of the pond farmers are willing to participate in ecological payment; willingness to participate is impacted by educational level, breeding pond areas, aquatic produce value, household assets, household per capita income, degree of trust among persons around them,the number of relatives in the village,household arable land areas, the opportunity to get the loan, family member working in government or not, joining in cooperative associations or not. Among them, willingness to participate is positive impacted by educational level, breeding pond areas, aquatic produce value, household assets, household per capita income, degree of trust among persons around them and the number of relatives in the village; this willingness is negatively affected by such factors as household arable land areas, the opportunity to get the loan, family member working in government or not, joining in cooperative associations or not.In the analysis of the current situation and the necessity to implement policies to promote the Shanghai area of ecological payment ponds, and grasped farmers’ willingness to participate the ecology payment, the paper followed the team early on pond ecosystem services on the net value of the measured data, ecological payment for ponds mechanisms are designed as follows : Payment main food supply services for seafood buyers, payment for aquaculture producers object, payment for market trading, the amount of payment determined by the market; air conditioning services to compensate for the body of the central and local governments, the payment object for aquaculture producers, payment for government subsidies and carbon trading market, the payment amount of about 5000 yuan ? hm-2 ? a-1; Regulation of body temperature payment services for municipal and district- level government payment object for pond owners, payment for government payment, the pa yment amount of about 20,000 yuan ? hm-2 ? a-1; Leisure and cultural services subject to payment and adjacent areas of Shanghai residents object to compensate for aquaculture producers, residents and government payment to local leisure activities engaged in fishery-related services market to compensate for the work; give indirect government support policies, such as payment, the payment amount by anglers for 20-24 yuan per kilogram price of market mechanisms to compensate; Payment main environmental costs for local governments to compensate for aquaculture producers object( if pollution rights are defined to farmers); downstream areas and aquatic consumers, payment( if the property is defined to downstream areas and aquatic consumers) for government payment, the amount of payment for pollution rights is defined to if farmers get more than 2000 yuan ? hm-2 ? a-1.According to the contents of this paper, it is necessary to put the ecological compensation of ponds into force. The relevant the state administrative department and policy makers should give enough attention. The biggest interests of stakeholders of ecological compensation are farmers. Thus, to develop effective ecological compensation system and to promote sustainable development, it should do as following :( 1) establish and improve the ecological compensation and financing system, fully improve fisheries insurance and social credit system.( 2) provide training and raise the cul in aquaculture producers and enhance the human capital.( 3)transform and upgrade traditional farming,make green industry development policy.(4) Improve the regulatory system of government departments.(5) Strengthen the publicity of ecological compensation policies; raise the awareness of social participation.
