At present, the overall planning on urban development in Changzhutan city proposes to develop ecological green heart areas, and the forest ecological protection mentions an unprecedented height. As the first batch reform testing districts of two-oriented society, Changzhutan is certain that it has higher requirements in forest ecological. It is from the study of collecting and collating document literature, and I analyze the bearing force of a comprehensive analysis of the current situation. According to the principle of index selection, I adopted the conference method and Delphi method to determine the index system. I got the result through the com-positive index method. Finally, I analyze the bearing capacity of forest ecological system in Changzhutan with the result and offer better suggestions to keep the forest sustainable development in Changzhutan. The concrete contents are as follows:(1)Through the research of domestic and international forest related bearing force data and method and the selection of indicators for the guiding ideology to determine index selection principle, it can obtain the basis of bearing capacity of forest ecological system in Changzhutan.(2)According to the whole characteristics of the area development, the evaluation index system includes four parts:forest structure index, forest function demand indicators, the need of the social development index and the needs of economic development indicators. Then according to the effects of different indicators of forest ecological capacity, I initially selected 4 kinds in 14 indicators in bearing capacity of forest ecological system to build the index system. It includes:the rate of forest coverage, tree structure, the proportion of growth and decline of forest, water conservation, plant diseases and insect pests occurrence rate, fixing carbon and releasing oxygen, maintain soil capacity, population density, per capital forest share, the proportion of the urban population, per capital GDP, per capital timber consumption and forest industry income accounts for GDP proportion, etc.(3)By using the analytic hierarchy process,14 indexes are set up to establish the judgment matrix, and to do the weight consistency test.(4)Using the comprehensive index method to evaluate the bearing capacity of forest ecological system and calculate coefficient of bearing capacity of forest ecological system in Changzhutan. The result is in keeping with a standard.(5)According to the evaluation results, this paper provides recommendations for Changzhutan forest sustainable development. It mainly includes four aspects:the structure of forest, forest ecological function demand, the demand of economic development and the need of social function.(6)There is still much space in the development of capacity of forest ecological system in Changzhutan in the future.
