Wind power is one of new energy of green, environment protective with mostdevelopmental and available value. Wind power in China is rich, but its development andutilization is not enough. With the development of economy the gradually strength of human’senvironmental protection consciousness, people pay more attention to environmental quality.Green, environment protective new energy becomes the new development direction of newenergy industry, which is beneficial for low carbon and diversity of energy supply in China.So the development and construction of wind farms is imperative. In China, wind powerbegan in1990s, and has been developing with high speed after2000. China is thefastest-growing country of wind power, which has become an important part of new energy ofgreen, environmental protection.Wind farm of Wangyun Mountain in central Hunan with relatively rich wind power is takenas one example to study the design of soil and water conservation. The study area is located incentral Hunan by southwest, the distribution of direction and wind energy are comparativelyconcentrated, developmental situation of location of wind farm is good and is suitable fordevelopment. But during the construction of wind farm, the earth will be disturbed and thevegetation will be damaged, which will generate large area of exposed surface and loosedeposits. Strong soil and water loss are easily happened under the influence of precipitationand surface runoff, which will result in soil organic loss and fertility decline, and influenceneighbor natural landscape and ecological environment, even result in some geologicalhazards, such as collapse, landslide, etc. So, predicting and analyzing the influence of soil andwater loss developed by project construction of wind farm, and taking soil and waterconservation measures to prevent and control soil and water loss has a positive effect topromote the sustainable development of the wind power project.Based on the soil and water conservation policy “Prevention first, protection priority,overall planning, comprehensive treatment, adaptation to local conditions, highlightingemphasis, scientific management, pay attention to benefitsâ€, we described general situation ofthe project and the project area, cleared the standard for prevention and control of soil and water loss and responsibility range for prevention and control of soil erosion, predicted thepossible amount of soil loss resulted by project construction, and proposed the prevention andcontrol measure system to control soil and water loss, protect and restore ecologicalenvironment at the project area.“Three simultaneity†of soil and water conservationengineering and the principal part of the project were implemented. In our design, the existingsoil erosion prevention and control measures in the principal part of the project were includedto ensure the he integrity of the soil and water conservation scheme, and provide the basis forthe project supervision and acceptance of administrative department for water conservancy.The main conclusions of our design is that basic area of fan, road area of construction andabandon slag area during the project construction are key areas for prevention and control ofsoil and water loss; the prevention and control measure system are composed withengineering measures, temporary protection measures combined with plant measures,temporary measures combined with permanent measures; the goal of soil and water losscontrol at wind farm of Wangyun Mountain can reach the first class standard of constructionprojects according to 《The soil and water loss prevention standards of development andconstruction project》 through the implementation of soil and water conservation measures.Through the design and soil and water conservation implement on soil and waterconservation of wind farm at Wangyun Mountain, in order to provide certain reference valuefor soil and water conservation design of wind farm in the Hunan region. |
