Biogas is a clean energy. Presently, in the background of energy shortage and serious air pollution, the promotion of biogas projects meets the requirement of sustainable development policies in China; it has vital significance of Eco-rural construction in China. However, there is no theory about how to promote them. People follow the biogas project building trends blindly. So, which kind of biogas projects should be promoted, which places has the priority on the promotion of biogas projects, these issues are getting more and more attention by researchers.From the perspective of system science, using system evaluation method to estimate the energy and environmental benefits and estimate the adaptability of household biogas projects promoting based on new technology. The main works of the article are as follows:(1) Traditional household biogas projects have many drawbacks. The digesters can not produce biogas in winter because of the low temperature. The straw can hardly be decomposed to ferment. The research analyzed which new technology can solve these problems and be suitable to promote.(2) In2010, straw burning in the field caused serious environmental pollution, taking13cities in Jiangsu Province for example, this research estimate the energy potential of straw fermentation, and built a straw-burning-rate model to quantize black carbon aerosol emissions of the straw burning. The results show that:①In Jiangsu Province,6.933billion cubic meters of biogas can be produced by straw fermentation which can solve20%annual energy demand in Jiangsu Province. Each city has a great energy potential while Yancheng is the best.②Srraw burning in the field of Jiangsu Province caused serious environmental pollution, the total emissions of black carbon aerosols reached7553.57tons, the most serious polluted city is Yancheng. So biogas projects promotion is necessary.(3) Using resource index, economic index, social index and technical index established a new household biogas region suitability evaluation index system. Using objective evaluation methods PCA and subjective comprehensive evaluation method AHP-GRAP model, the research analyzed the household biogas adaptability of13cities in Jiangsu Province. The results showed that:①Priority:Yancheng, Suqian, Lianyungang, Xuzhou, Huai’an, Taizhou, Nantong Yangzhou, Zhenjiang, Changzhou, Nanjing, Wuxi, Suzhou.②Based on the results, specific suggestions can be given.(4) Using a Rapid Application Developmen tool-Delphi developed a new household biogas evaluation software.The software used a Delphi and Matlab programming method and used Excel as application program interface,which is satisfied evaluation process.The software can be used to evaluate the Regional Adaptability of household biogas projects.The innovation points of this Article are as follows:a burning rate model is established to estimate the ratio of straw burning; a new household biogas region suitability evaluation index system have been built; using Delphi and Matlab programming method, developed a evaluation software. These conclusions direct the promotion of biogas projects in Jiangsu Province. A method was provided to estimate the energy potential and environment pollution. The evaluation system can be used in other areas. The study can promote eco-rural construction in China. The Evaluation Software can provide an intelligent platform for decision-makers to evaluate and make the evaluation efficiency.
