This study is based on the development status of Western arid areas. The core idea is coordinated development of economic development and ecological protection. Resource recycling and energy efficiency as a starting point. Emphasis on the value of ecosystem services and regional development in the harmony of people and natural. Selecting Ebinur Lake valley as the typical region of the Circles of ecological and economic development model in western arid area in this study. Getting the remote sensing data, meteorological data and field survey results. We analyzed the development characterized in Western arid areas by extracting the circle structure abstractly. Resource recycling and efficient use of energy as a starting point. We used research methods of geographic information systems, landscape ecology and model simulations. Building the ecology agriculture model and reducing carbon emissions land use of ecological and economic circle in Western arid area. All this study for the ultimate realization of the overall sustainable development in arid western region has some modest contribution.The results follws as:(1) The spatial distribution of circles of temperature and precipitation in Ebinur Lake Valley is significantly. The annual average temperature is4.84℃and annual total precipitation is217.46mm in mountain outer circle. The annual average temperature is7.64℃and annual total precipitation is168.92mm in desert circle and oasis circle. The annual total sunshine hours in the valley is higher than2700h and spatial distribution is north higher than south. The change of NDVI in Ebinur Lake Valley is not obviously in the past12years. The total annual precipitation and annual variation was significantly correlated(P<0.05). Monthly change between monthly average temperature and NDVI was a significant correlation(P<0.01).(2)The landscape fragmentation of Mountain circle is increased during the study, the landscape shapes in desert circle become more irregular. The landscape fragmentation of the oasis circle change to decrease from2009to2013after the increase from2005to2009. Landscape diversity large differences between different circle, the oasis circle and mountain circle is much higher than the desert circle. The landscape dynamic in Ebinur lake valley from2005to2013are:erosion of desert grassland, the increases in the urban landscape primary from desert landscape and farmland landscape, the rate of decline in water landscape slowed, the increase of woodland landscape came from farmland, grassland and desert.(3)In order to improve the utilization of water resources for the first time, Proposed the establishment of mountain reservoirs to regulating runoff and flood argument. Made recommendations for optimizing water use by analyzing the canal factors in Ebinur lake valley and the irrigation water demand of different irrigation modes. We put the use of straw as the core.Simulation to build a "straw+pasture—heep—marsh—field" and "straw—mushroom—field" ecological agricultural production. The economic output of the simulation model of ecology agriculture increased by36619yuan/cycle than traditional model and no straw combustion. Through the increase of renewable resources and system feedback, the ecological agriculture system can be achieved the efficiently and health of output, and improve the capacity for sustainable development. The evaluation index EYR, EER, ELR, EGR, EIR, ESI, EISD are1.06,2.60,0.34,4.57,31.42%,3.12,8.11respectively. Compared with the index, which is0.62,0.62,2.72,2.19,5.08%,0.23,0.37respectively, has significant optimization and improvements. The trend of carbon emission in the valley is growing from2004to2011and the2011carbon emission is-445.57GgC. Simulation of future carbon emissions, the2020carbon emission is855.63GgC, GDP is62.01billion yuan and the value of ecosystem services is15.39billion yuan. After the model optimization, carbon emission is449.46GgC, GDP is61.99billion yuan and the value of ecosystem services is15.78billion yuan. The landscape indices showed the desertification under control, woodland and grassland gradually been restored, artificial landscape planning is strictly scientific guidance. The overall landscape pattern has been optimized to improve.
