This paper is treated the typical area—MaoWuSu Sandland of Ordos Wushen banner as background and alfalfa as test material. The auther uses three kinds of formulas of Penman menteith, Hargreaves and Priestley-Taylor method to calculate reference crop evapotranspiration, recording Penman menteith method as standard to evaluate Hargreaves and Priestley-Taylor equation method applicability Wushen banner region; Through the introduction of foreign advanced equipment assembly integrates the "grass Teng San force automatic test system", the auther trys to explore the impact of alfalfa century evapotranspiration environmental factors; Through different water stress in the four growth stages of alfalfa, according to physiological indices during alfalfa growth, The auther analyzes the effects of different water stress on alfalfa; By the law of alfalfa consumption and water use efficiency under water stress conditions, The auther develops efficient water-saving irrigation of alfalfa program in Wushen banner; By survey interview of 90 typical herdsman in Ordos city Wushen banner, based on survey data, the author finds some of the factors involved in the pastoral herders to explore the impact of the water management, develops participation in pastoral herders Water Management Model in Wushen banner to promote measures to implement the application of "water users involved in pastoral Water Management". The study conclusions are as followed:1. Hargreaves and Priestley-Taylor method can obtain comparable results to penman menteith,The calculation precision of Hargreaves is higher than Priestley-Taylor, the average absolute deviation of 24 years of meteorological data calculated by Hargreaves is 5.2477 while the Priestley-Taylor is -26.8534 compared to penman-menteith,the relative difference is 0.6466% and 3.3086% respectively;Four independent variables are air humidity (X1), air temperature (X2), canopy temperature (X3) and soil moisture (X4). By linear regression analysis, a relationship was found between grass evapotranspiration and environmental factors: ETc=0.667-0.026X1+0.319X2-0.306 X3+0.218X4. The degree of influence is:air temperature (X2)> canopy temperature (X3)> soil moisture (X4)> air humidity (XI), in the relationship air temperature,soil moisture, evapotranspiration scale emerged positively correlated, while canopy temperature and air humidity and evapotranspiration was negatively correlated;2.Water consumption trend of alfalfa is small-large-small. Combined water balance approach and dual crop coefficient method, throughout the growth period of alfalfa, we can conclud that soil evaporation is about 30% of total water consumption; appropriate water stress also affects growth and development of this stage of alfalfa, But it can improve the efficiency of irrigation water use; The same degree of water stress in four growth stages of alfalfa, the impact on production of alfalfa is that branching stage>bud stage> flowering> turning green:3.Depending on the hydrological year, in average year,we conclud:alfalfa water consumption is 620mm,effective rainfall is 254mm, the total irrigation quota is 277.2mm, irrigation quota is 30mm with 10 times; In drought years,we conclud: alfalfa water consumption is 652mm,effective rainfall is 208mm, the total irrigation quota is 355.2mm, irrigation quota is 30mm with 10 times; In very dry year, alfalfa water consumption is 685mm,effective rainfall is 156mm, the total irrigation quota is 440.2mm, irrigation quota are 30mm and 40 mm with 12 times;4.Pastoralists’education, level of understanding of local pastoral herders of water management regulations, pastoralists degree of concern management organization, current water management of pastoral herders satisfaction, whether involved in pastoral herders water conservancy project management and other aspects involved in small-scale water conservancy project management for herders influential degree, currently herdsman are still lack of effective security mechanism and reasonable way to participate in the pastoral water management.
