As the largest irrigation district of Sanmenxia City, He’nan Province, the Zhaikou irrigation area is one of the major agricultural and rural infrastructures of our city, the main grain, cotton and apple producing area. It plays a key role in agriculture development, stable social orders and harmonious society building. The follow-up programs of the Zhaikou irrigation area and water-saving reconstruction projects aim to improve water use efficiency of irrigation and water productivity, thus saving water resources. These measures can also strengthen the comprehensive ability of agriculture, bring in more benefits in the irrigation area, and ease the contradiction between water supply and demand, realizing sustainable development in irrigation districts. Feasibility study is an fundamental factor to consider in the decision-making phase of the project, thus very important. When it comes to the study of the feasibility of Zhaikou irrigated areas subsequent construction and water-saving reform project, value analysis is employed to prove the projects practical both technologically and economically.This paper, from aspects of natural resources and environment, water resources, economy, society etc, makes a feasibility study of the extended Zhaikou irrigated areas subsequent construction and water-saving reform project. In terms of the project area planning, through comparison between technological scheme of the trunk and branch canals and building design scheme, an appropriate solution for the Zhaikou irrigation area is determined and applied to the water-saving projects; We also have an elaborate analysis to the operation and management of the project area. At the same time, we take into account soil conservation and environmental impact, estimate the project investment, and make a national economy evaluation and benefit analysis of the project. Finally, we come to a conclusion that the implementation of subsequent construction of Zhaikou irrigation and water-saving project is technically feasible, economically practical, enormously profitable.
