There is lots of grain in Heilongjiang Province, and rice is the most basic food crop in Heilongjiang Province. The rice planting area has reached four million hectares in 2014, and it will be expanded in 2015.As we all know, rice is the largest water-consuming crops. The traditional irrigation of rice will use a lot of water, but few of the water is absorbed by the growth of rice. The rest of the water is wasted, and the yield is not high. Apparently, if a new irrigation technology that not only can save water for irrigation, but also make the production increase, it certainly be respected by everyone and the traditional irrigation method will be replaced. To promote the work of water saving irrigation further, discover water-saving potential in fields, reduce water demand, improve the quality of rice, Heilongjiang Province cooperated with Hehai University to start the application research and demonstration of rice controlling irrigation in cold regions. The technology of rice irrigation controlling is a revolutionary promotion of agricultural water saving measures, and it is the necessary to achieve sustainable development of agriculture in Heilongjiang Province. Although, the Department of Water Resources in Heilongjiang Province and Hehai University have researched the adaptability of the technology of rice irrigation controlling, the adaptability of local climate, soil, production levels, etc is also tested and verified further. This study was researched in the way of comparison in Farm Daxing, Jiansanjian Administration, Heilongjiang Province, and there are four treatments with three repeats totally, four treatments are Controlled irrigation Ⅰ, Controlled irrigation Ⅱ,Controlled irrigation Ⅲ,Conventional irrigation. By studying the different treatments on rice irrigation amount, height, temperature, tillering, output, as well as different soil appearances corresponding to different soil moisture to confirm the feasibility of this technology, and select appropriate irrigation mode in study area to promote at last.By the test in 2014, the results are as follows: in four treatments, each growth stage of irrigation water is not consistent, the order of the total water amount in growth period irrigation is Conventional irrigation >Controlled irrigation Ⅲ> Controlled irrigation Ⅱ> Controlled irrigationⅠ. Compared with conventional irrigation, the water saving amount of controlled irrigation is 66.8m3. The trend of the height was increased at first and decreased after in growth period and the trend of the height decreasing range was “high- low- high- low- high – low”. The ground temperature variation is basically the same from 0 to 10 cm in four treatments, the majority ofcontrolled irrigation was higher than conventional irrigation. The rice tillering stage is basically the same to four treatments, the trend was increased at first and then decreased, and the number and rate of tillering in controlled irrigation were higher than conventional irrigation. It could increase the single thickness of rice and the number of white roots by applying controlled irrigation. The productivity and production were also improved, production of control irrigation increased 39.9kg/mu, productivity was increased 0.53kg/m3,compared with conventional irrigation. The results showed that the controlled irrigation could be carried out to promote in this region, the rate of soil appearances scheduled can provide data basis for technology promotion. From the whole experiment, Controlled irrigation Ⅱ is the optimal low limit of soil moisture mode...
