Hebei Province, as one of the 13 main food producing provinces in China, plays an important role in national food security.. Hebei plain area, light and heat resources is relatively rich, deep soil, fertile, is the main producing areas of the province’s grain. In view of the present situation of the Piedmont region of economic benefits of water resources and super mining ecological contradictions increasingly prominent, taking into account the local food security and resources, economic sustainable development, solve the rational utilization of water resources is particularly important. Under the background of this paper speeds up gradually in the process of integration of Beijing, Tianjin, Hebei wheat production, economy, ecology and synchronous sustainable development of the major issues for, estimates the contribution rate of water-saving cultivation techniques of wheat in Hebei and factors of effect in water saving cultivation technology promotion process of wheat, wheat in Hebei industry continued healthy and stable development of wheat water-saving cultivation technology promotion to propose the countermeasure and the suggestion.Methods this study first through literature review, expert interview, on-the-spot inspection, analysis of the development of water-saving cultivation techniques of wheat in Hebei Plain since the founding of new China, the changes of wheat production, groundwater and irrigation mode based on the development of Hebei plain, winter wheat water-saving techniques can be divided into six stages; the use of comparative analysis to compare and analyze the "winter wheat, water saving, high yield, fertilizer Simplified Cultivation Techniques" and "retraction reduction of water fertilizer by water saving cultivation techniques", and summarizes the similarities and differences between them; using Solow residual value contribution to Hebei plain wheat estimated the rate of water saving technology; using the Logistic model and the model to explain the structure of wheat and water saving cultivation analysis of the factors of technology promotion department.Based on the above research results are as follows:(1) the water-saving cultivation techniques of wheat in Hebei Plain, winter after the natural precipitation and irrigation period, no control irrigation period, family farm water saving technology in the initial stage, peasant household water saving technology in the period of steady development, community type water-saving technology started, six stages of development has made considerable progress, and integrates a number of water-saving cultivation technique system, and promote the the area of winter wheat water saving cultivation technology progress;(2) of winter wheat water saving cultivation technology contribution rate is only 17.4%, belonging to the lower levels, indicating that water-saving cultivation technology of wheat in production application is not full, Hebei Plain, winter wheat water saving technology still exist great development potential, reflecting the winter wheat in the region water saving cultivation technology not fully play the role;(3) the internal factors of winter wheat water saving technology popularization and farmers’ educational level, age, wheat planting area, planting plots four factors and farmers in water-saving technologies selection showed significant correlation;(4) states the related investment measures is the effects on winter wheat water saving technology popularization is the most fundamental factor, in addition to including the low profit in wheat planting, irrigation water fee system unreasonable and other external factors.The results show that the development and extension of water-saving cultivation technology of Winter Wheat in Hebei plain is influenced by many internal and external factors, but it still has the potential of development.. Puts forward the following suggestions, wheat water-saving technology optimization development countermeasure: pay attention to the selection and breeding of water-saving and drought resistance of wheat varieties; R & D, wheat water-saving measures to improve irrigation efficiency; using the technology of water-saving facilities, reduce ineffective leakage loss; to speed up the land transfer, improve level of large-scale cultivation of wheat. The promotion of Wheat Water Saving Technology Optimization Countermeasures: establishing agricultural water-saving regulations, improve the farmers’ water saving consciousness; gradually straighten out the agricultural water price policy; improve water-saving agricultural technology extension system, promote water-saving agriculture technology extension; formulate and improve the water-saving investment policy.
