Electric power is the foundation of social economic development. Nowadays, lots of large-scale power transmission and transformation projects are under building, and this caused great water and soil loss and other related environment problems. This paper analyzes the actuality characteristic nature, social economy, and water & soil loss at Shaanxi Province, especially the link and technology during the construction of power transmission and transformation project. The main reason caused water & soil loss and the characters were found. The range of responsibility for soil erosion control of power transmission and transformation project was ascertained bases on the on-site inspection, and the quantity of water & soil loss was predicted. The soil erosion prevention layout was divided, and the soil erosion prevention measures are proposed. Scheme of soil and water conservation monitoring was designed. Legal obligations of the power transmission and transformation project were specified. The result was as follows:(1)The water & soil loss character of power transmission and transformation project was as follow: the project has the character of line-type engineering and block-type engineering; the occupation of land was temporary; the water &soil loss was dispersive; and the soil erosion was occurred seasonal.(2)The range of responsibility for soil erosion control and the soil erosion prevention layout of power transmission and transformation project were ascertained. The range of responsibility for soil erosion control could be divided into construction area and probable impact area. And the soil erosion prevention layout should be divided as different classes.(3)The power transmission and transformation project is a kid of constructive engineering, and its forecast of water and soil loss should be mainly on the construction stage. The forecast results show that: the tower foundation area and the pioneer road area are the main place which caused soil erosion, and the construction period is the main stage which caused soil erosion.(4)The general soil erosion prevention measures of the power transmission and transformation project including follows: engineering measures (including earth-retaining wall, cut-off drainage, and land reclamation), botanic measure (including forestation, seeding, and prevent and control desertification), temporary protection measures (including earth-retaining wall for the temporary bulldozers, cover by fiber cloth, etc.). The soil erosion prevention measures should be a generalization prevention system.(5)The range of soil and water conservation monitoring was same as the range of responsibility for soil erosion control, and also could be divided into construction area and probable impact area.
