| Since the natural resource balance sheet was regarded as an important national strategic mission during the Third Plenary Session of the 18 th CPC Central Committee, researchers from different fields started to explore the natural resource balance sheet which is suitable for China. In the committee, the cadres outgoing audit is mentioned and the live-long pursuit mechanism of ecological environmental damage responsibility will be established. Chongqing, which is as one of the most important central cities and the only one municipality in western China, has developed rapidly during these years. So the environmental problems which are caused by human activities increase, especially for the water and air resources. In this study, the two resources in Chongqing are chosen as the objects for the natural balance sheet research. It has a significant impact for the coordination of rapid economic growth and the innovation of environmental management and policy.In this study, water and air resource evaluation index system was established. By the methods of literature research, expert advice and information collection, the water and air resource asset evaluation index and asset value evaluation methods were determined. Considering the principles of the five functional area in Chongqing,Shapingba district,Tongnan district,Kai county and Youyang county are chosen as samples to prepare the water and air asset balance sheet of typical district/county in Chongqing during 2010-2013.The main results are as follows:The principles of selecting natural resource assets evaluation index were determined. The indictors should be measurable, objective, operable and credible. The method of how to build index evaluation system is also determined, including selecting, optimization etc. Under the principles determined above, exports from different industries, such as education, research center and government sector were selected as the advisers to choose appropriate indicators for the evaluation system.In the study, the method of AHP(Analytic Hierarchy Process) was applied to confirm the particular value evaluation indicators of both water and air resource in Chongqing. The indicators were classified under two categories which were quality index and quantity index. Then the value accounting system of both water and air resource was established. All the steps of evaluation system were to achieve the target of cadres outgoing audit. Finally, combined with the evaluation system, water and air resource balance sheets for Chongqing were designed.September 2013, Chongqing issued five functional regional development strategies to promote the various districts and counties of Chongqing Municipality differences in development; the construction of ecological civilization, the city provides a scientific and rational spatial pattern of security. To get a better estimate of resource value,Shapingba district,Tongnan district,Kai county and Xiushan county were chosen as the sample of urban unction area, Urban expansion function area, Ecological conservation development area in Northeast Chongqing and Ecological protection development area in Southeast Chongqing respectively. Followed the evaluation and water/air resource balance sheet mentioned above, two kinds of balance sheets for four typical regions were filled in. The annual water value was as follows: Kai county > Tongnan district > Xiushan county > Shapingba district, which was 28514.52,12472.73,8439.45 and 3239.77 million Yuan per year. The annual air value was in the descending order: Xiushan county > Kai county > Tongnan district >Shapingba district, which was 25629.5,24611.75 680.25 and 1760.5 million Yuan per year. There were significant differences in different counties and districts no matter for water or air resource assets, and the principles and standards of the division of functional areas had important influence on the audit of the retired cadres. |
