A Government Study On Supervision Of Old Elevators In Guangzhou

According to the statistics of China Elevator Industry Association, at present, China is the country that has the most elevators in the world, with more than 3 million elevators running. Generally speaking, the elevator’s main components will seriously wear, and safety and reliability will sharply decline after using 15 years, which can be regarded as "old elevators". In addition to affecting the normal use for passengers, the old elevators will result in casualties and damage to equipment. Old elevator’s discard standard, daily use,maintenance and transformation bring a lot of regulatory problems, and the contradictions between the old elevator’s increasing number and the slow development of supervision rise.The Disrepaired running elevators seriously affect the using quality, and they have been an important part of the elevator’s complaints in Guangzhou Municipal Quality Supervision Bureau.Therefore, this paper takes Guangzhou old elevator safety supervision as the research object, from the perspective of public administration to perform a comprehensive analysis,drawing elevator supervisory experience at home and abroad, combined with the reform of the Guangzhou Elevator regulatory system, to propose measures to effectively prevent and reduce accidents, reduce accident damage to the victims, and ensure the safe operation of the old elevators in Guangzhou.The first chapter Introduction mainly introduces the research background, significance,research status, concepts and theories, research content and research methods of this paper.The second chapter analyzes the old elevator safety regulatory status in Guangzhou. It explains the Guangzhou elevator safety supervision conditions now, noting the existing problems of the inadequate executive supervision, the lacking maintenance, the out-of-standard system, the management insufficiency on the special funds, the rights to use old elevators, etc., and analyzes the reasons to the above problems.The third chapter is about experience learning on old elevator safety supervision home and abroad, like in the United States, Britain, Chinese Hong Kong, Shanghai, Chongqing and other countries and districts. This paper makes comparative analysis thus to bring the old Elevator Safety Supervision enlightenment for Guangzhou.The fourth chapter is to propose Guangzhou old elevator safety supervision improvement measures. Strengthening government supervision and management, solving maintenance inspection problems, improving the old elevator regulations and standards, optimizing management of special funds, stating main responsibilities to use old elevators, carrying outthe old elevator safety risk assessment, etc. will be the concerning prospects to propose to increase effectiveness of countermeasures and suggestions of the old elevator safety supervision.Finally, the conclusions of this paper summarizes, including the main conclusions of the research and the lack of the research results.
