| In recent years, China’s external demand growth in pressure, industry transformation and upgrading is imminent, the lack of the core technology is the bottleneck of the enterprises transformation and upgrading, at the same time, under the background of economic globalization, foreign direct investment has become the important channel for the developing countries access to technology in developed countries. Therefore, the research on how to use foreign direct investment for multi-channel technology, through the technology of reverse spillover enhance China’s capacity for independent research and development, and improve technical ability, which is necessary to create global competition advantage.The field of international technology spillovers research contains foreign direct investment, research of reverse technology overflow. In this paper, on the basis of the theory of international technology spillovers, draw lessons from past about international technology spillovers, add the concept of "absorption capacity", by using Chinese provincial panel data from 2004-2004, considering China’s education, market, research and development funds and manpower as factors which influencing conditions, explore OFDI reverse technology overflow how to promote technological progress in China, establish an empirical model to answer this question, further study how OFDI reverse technology overflow effect on Chinese technology.Main innovation is that add the human capital overflow to the research of international technology spillovers category, also give China R&D spending and human capital spending "triple play"- absorption effect, inhibitory effect, substitution effect. Thus to explore China’s spending on research and development to form the "threshold effect". Considering how the reverse development spending overflow(reverse R&D human capital) effect on the technical level of our country, research show the domestic R&D capital stock and human capital form "threshold effect". |
