| With the development of technology, economy, knowledge and other social factors, the social division of labor will become increasingly sophisticated, this situation tends to encourage an enterprise to develop into several companies, a chain, or even a profession. Because the division of labor and specialization led to the extension of the industrial chain, the cost of the original mode of production is reduced and efficiency is improved. And this process also promotes innovation and technological progress. However, there are some phenomena in the process of economic development, such as overloading of goods vehicles, occupational medical trouble people, ticket brokers. These phenomena similar to the social division of labor and specialization phenomenon. However, the role of the former compared with role of the latter is complete opposite. In the past, we believe that these phenomena are different issues with each other, so we study them separately. So we ignore the common denominator between them. And we also ignore the social and economic problems in deeper level that are hidden behind these phenomena. More important thing is that these economic phenomena are mostly caused by the government’s behavior. Some is due to government failures, and some others are due to unreasonable government activities. Therefore, from the perspective of public administration, we can study these phenomena scattered in a unified perspective. In this way, we can draw some conclusions and perspectives different from the past. This is the starting point of the issue raised by this paper.First, this article uses the research method of case analysis, summarized a large number typical phenomenon of parasitic economic. Through these cases, we can find the common characteristics that the parasitic economic phenomenon has. Second, this article uses the concept of ecology and industrial symbiosis theory to define parasitism. Third, this article uses some economic theories to analyze parasitic economy, in order to know its characteristics, its reason and the hazards caused by it. These theories include the division of labor and specialization, transaction costs, negative externalities and so on. By the method of comparative analysis, we know the feature of the parasitism economic, and the reasons for this problem. We will also study what harms it can produce to the social and economic system. Finally, this article tries to put forward constructive ideas and management measures based on the previous analysis of the text. |
