| Employment is vital to people’s livelihood. The Eighteenth National Congress of the Communist Party of China pointed out the need to promote higher quality employment. Solving the employment problem is a major event relating to people’s livelihood, it is an important part of building a harmonious society. In recent years, in order to promote employment and further enhance the quality of employment, a great deal of government expenditure through different channels for employment-related subsidies, including employment subsidies, subsidies for vocational training, social insurance subsidies, job subsidies and public welfare and other micro-loan interest. Whether these special funds for employment policy achieved the policy objectives, reduced unemployment and promoted employment and increased the role of career stability in the actual implementation process, this is the performance issues of concern.Based on the literature research and practical experience summary, taking Hangzhou as a case, this research analyzed implementation and effect of special employment funds policy. Combined with the use of quantitative analysis and qualitative analysis, this research attempts to evaluate the special employment funds policy objectively and comprehensively to find the problem of policy implementation and effect of the proposed special employment fund and improve the employment policy suggestions. First of all, takes the literature-review of employment policy, employment funds policy and policy evaluation,clear the basic concepts and theoretical basis of this study. Secondly, based on existing research to analyze employment policy implementation in Hangzhou by the focus use of objective data, including economic infrastructure, employment status, policy implementation, policy implementation effect. Then use the questionnaire method and symposium in Hangzhou special employment funds to mplement empirical research, focusing on the level of understanding and channels, distribution of policy project, effect of policy implementation, policy factors, overall satisfaction, problems and suggestions. Finally, based on objective evaluation and subjective assessment of the situation to sum up policy problems of special employment funds in Hangzhou and the advanced experience in western countries,finally put forward some suggestions about expand the target range and strengthen policy relevance, innovative design ideas and policy structure optimization, expand promotional channels and integration of information resources, the establishment of linkage mechanism and improve policy implementation force. |
