Research On Guangxi Government Procurement Management

Government procurement is not only an important part of the construction of public finance, but also an important means of macroeconomic regulation and control of fiscal expenditure management and government. Along with the world economic regionalization and the quickening globalization, to go with the tide of world development, China’s government procurement market faces different challenges after acceding WTO. In 1995, China began to try out the government procurement. This has been carried out in the nationwide since then and obtained a rapid development.《The Government Procurement Law of The People’s Republic of China》 implemented on 1st January 2003. 《The Implementation regulation of government procurement law of the People’s Republic of China》 started to apply on 1st March 2015.After these years practice, Guangxi has acquired great achievements on government procurement, mainly in:the scale of government procurement effect significantly improved; saving a considerable amount of financial funds; and the gradual improvement of the mechanism of government procurement system; constantly strengthening the way of batch purchase; increasing supervision innovation in government procurement. However, the problem of "slow speed, high price and poor quality" exists in some of the government procurement projects. These problems have become hot issues concerned by all circles in China, which has, to some extend, restricted the benign development of the government procurement and brought bad impression to the public. Therefore, through my analysis of these problems related with the speed、price and quality, I suggest that a few things can be done to change the current dilemma of the government procurement in Guangxi:The problem of "slow speed, high price with poor quality " exists in Guangxi government procurement projects. The Autonomous Regional Government should begin to change the unfavorable situation from the following several aspects:the propaganda of government procurement should be further conducted; full disclosure of government procurement information; innovation in the supervision; strengthening the system restrain; accelerating the speed of purchasing; implementation of government procurement market supply system; establishing E-supermarket; establishing a mechanism for price monitoring promoting online bidding system; speeding up the construction of the region’s unified E-procurement management and trading system; strengthening government procurement supervision and management, and strengthening the punishment dynamics; building up a talent team for government procurement; improving and finalizing the autonomous region’s expert database of comprehensive evaluation.We can not negate the important role played by the Guangxi government procurement in Guangxi’s economic development and social progress. On the other hand, the problems existing in the government procurement should not be ignored by objective too.This article aims to contribute ideas and suggestions towards finding ways and methods to solve problems existing in current Guangxi government procurement, through analyzing from an objective and fair angle.
