Study On Optimization Of The Fiscal Expenditure Structure Of Z City

With the deepening ref orm of financial sy stem in our country, the local governm ent fiscal expenditure accounts for the proportion of fiscal expenditure in China has gradually increased, the local fiscal expe nditure structure has been con tinuously optimized. Z city is a economic county of China’s Yangtze River Delta region, and its’ fiscal expenditure structure made certain achievements in the realizatio n of people ’s livelihood service and public equalization. But there are som e facets do not adapt to the developm ent demand of Z city, such as spending imbalances between district town, inadequate investment in some industry, fiscal expenditure items unbalanced distribution and so on. These issues need further analysis reasons, targeted to be optimized.This paper attempts to sim ple arrange Z C ity’s fiscal exp enditure structure, thro ugh collecting the fiscal expenditure of Z C ity from 2007 to 2015,and an alysis the present situation and the characteristic of the public fiscal expenditure structure of Z City, to find out problems existing in the city public fiscal expe nditure and make reason analysis. Put forward specific suggestions to improving the Z city fis cal expenditure structure. Based on the Panel Data model and the theory of optim al fiscal expenditure structure, analyzes the relations between the various projects of fiscal expenditure and economic growth.The study found that all the fiscal expenditure in Z city is rising year by year, but the proportion of the expenditure is not stable. The fiscal expenditure are greatly influenced by policy, exist a certain spending increased abnorm al phenomena in a particular year. Due to the county-level, the total expenditure of Z City is in a small amount, a few expenditure items can cause the instability of the structure of fis cal expenditure. In order to avoid the policy of the adjustment of fiscal expenditure structure brings the "short-term effect", to th e local economy sustained and rapid growth, the government must perform public finance expenditure structure optim ization adjustment.The adjustment and optim ization of fiscal expenditure structure has a sign ificant impact on economic grow th,the internal structure adjustment of the single fiscal exp enditure item also has a positiv e significance to economic growth.This paper calculated th at, in the Z City, the optimal adjustment of the structure of public expenditure can prom ote the regional av erage economic growth rate increased by 0.5 %, and the adjustm ent of the proportion of consumer capital e xpenditure and public investment spending in the productive capital expenditure. With the controlling the size of the consumer spending, to increase the proportion of the productive capital spending. T o adjust the consumption of capital expenditure item investment and regional investment, consumer spending which can not play a role to the loca l economy, should be reducted and adjusted of public consumption in the government’s own consumpti on and social consum ption expenditure, and to accelerates th e improvement of the social consum ption expenditure proportion, this two aspects is the key to optimize the structure of public finance expenditure in Z city. The study also shows that the combination of the formation of physical capital fiscal policy and the cultivate of an activ e private capital, which as a way to optimize the financial expenditure structure,can relieve the stress, and furtuer optimize the solid foundation of the the public finance expenditure structure.
