Research On Industrial Development In Myanmar Since 1988

Since independence, Myanmar’s successive governments adopt different economic policies for the development of the national economy, but the industry has not faster, better development. Especially after the1988junta ruling Burma, the industry has got further development, but there is a series of problems such as slow development, still a weak industrial base, and categories is not perfect. This paper mainly studies under the influence of the different government’s economic policy, the reason of the lagging development and the industrial development process.Review the previous policy of the government, the new government how to make the specific measures to implement the rapid development of the national industry.The junta in1988,breaking the Ne Win policy of seclusion, implementation of the national economic reform to the market economy, allowing foreign capital to enter Burma, while the partial privatization of the state-owned enterprises, and permission the local private sector to participate in the national economic development. Because of these policies, the industry has been further developed, but the government’s economic policy still focus on the agriculture,to develop the rest of the other economic sectors. Until2011,president Oo Thein Sein expressed that the goal of the economic development of Burma has been from "On the basis of agriculture comprehensive development in other areas of economic" to "Further development of agriculture, the establishment of a modern industrial country, the comprehensive development of other areas of the economy". Under this background, through the comparison of the two governments’ industrial policies, the paper analyzes the factors of the national industrial policy and the external influences, and the causes of slow development of Burma industry and problems. The first part states history and current situation of the industrial development in Burma; the second part is the comparison of different government industrial policy and its impact on industrial development; the third part analyzes the prospect and future industrial development problems.Through the above research, this paper draws the following conclusions, one is the development of the industry cannot do without the professional and technical personnel and the labor market, the government needs to cultivate a large number of professional and technical personnel.Burma is not a lack of labor, but the government should improve the labor’s quality level and mobilize their positivity by the implementation of different policies. Second is the government need to have the capacity of the national economic management group and person which has a professional, and new industrial policy can be able to supervise the monopoly, fair competition and healthy development of the industry play a role.Finally, only the national political stability, ethnic conflict is resolved, the market and national resources have efficient allocation and utilization, and the country’s infrastructure get improvement, we can attract more foreign investment to the production areas to promote the stable development of the industry.
