S&T (Science and Technology) and finance are the most active factors in prolificacy and the core elements impacting the economic development and social progress. Closely integrated S&T resources and financial resources could effectively promote the changes of social production and life style. With the coming of information age, S&T and finance are so closely related to each other that they have a comprehensive and far-reaching impact on society and people’s life. An orderly and efficient nation’s S&T and financial system has a direct effect on a country that keeps up with the pace of the development of the age.The thesis investigates the S&T and financial system from a perspective of capital flowing and the definition of the connotation of S&T and finance. It observes the S&T and financial system with an overall view. It discusses the openness, non-equilibrium, fluctuation and nonlinear dynamic mechanism of the S&T and financial system and simulates the flowing process of capital. It also conceives the operating mechanism and defines the benefit of the S&T and financial system from a capital flowing perspective. The thesis gets the capital benefit index from the analysis of the S&T and financial system’s financial input and technical output of2006-2012by using AHP method and Entropy method, and then evaluates the beneficial result of the S&T and financial system. Combined the dissipative conformation, operating mechanism and benefit evaluation, the thesis puts forward comprehensive suggestions to the S&T and financial system from a capital flowing perspective to improve the operating efficiency and economic performance. The thesis achieves the unity of theory and practice, qualities and quantities, which is meaningful to the operation of the S&T and financial system as well as its economic performance.
