Research On International Competitiveness Of China 's Photovoltaic Industry

At the height of the global industrialization process, inevitably brings the worldwide problems like global energy crisis and environment pollution. For the sustainable development of the world economy and the ecological environment, all countries in the world pay more attention to the development of new energy industry. As an important part of new energy industry, Photovoltaic industry has been developed rapidly. Photovoltaic industry in our country also has achieved remarkable results, such as photovoltaic capacity is among the world top, and the share in the international market gradually increase. But under the background of the international financial crisis and the European debt crisis, the United States and the European Union has launched an anti-dumping and countervailing investigation on photovoltaic products which are imported from our country. Based on the incident, this article focuses on the research that the influence of EU and American anti-dumping to the photovoltaic industry international competitiveness in our country.This article mainly includes five parts. The first part, the author expounds the research background and research significance of this paper, pointing out the necessity of the research on the influence of EU and American anti-dumping to the photovoltaic industry international competitiveness in our country, and presents research overview in both domestic and international. In the second part, through introducing the fundamental connotation of photovoltaic industry, this article emphatically analyses the reasons why the European Union launching an anti-dumping investigation on photovoltaic products in our country. External causes include trade protectionism from the EU and American countries, the world economy recession and political game, etc; Internal causes include the structural imbalance of photovoltaic industry in China, over capacity of photovoltaic products, and strong dependence, etc. The third part, from the perspective of qualitative, the author analysis the influence of EU and American anti-dumping to the photovoltaic industry international competitiveness in China; and use game theory model to analyze the influence of EU and American anti-dumping to the economical effect of photovoltaic products export enterprise in China. And the theoretical analysis points out that the EU and American anti-dumping will cause adverse effect on the export competitiveness of photovoltaic industry in China. The fourth part, based on the excavation and analysis the data of photovoltaic industry both in domestic and foreign, this article quantify the European and American countries anti-dumping degree of the damage to the international competitiveness of China’s photovoltaic industry from the perspective of quantitative. Through industry international competitiveness evaluation index which are common used, such as the international market share, trade competitiveness index, revealed comparative advantage index, etc. The fifth part, this article puts forward some policy Suggestions to the question of EU and American anti-dumping investigation to the photovoltaic products in our country, to promote the international competitiveness of PV industry:Responding to foreign anti-dumping investigation actively; To perfect the anti-dumping legislation; Put forward the countermeasures to the anti-dumping investigation; Optimizing the structure of PV industry, and improving the PV industrial chain; To speed up the PV industry technology R&D, improve the level of technology, and optimize the global market layout of PV industry, etc.
