Today, the financial services industry in the global sustainable development, more and more financial products, national commercial bank size increases, the operating procedures more complex, especially after the US subprime mortgage crisis, more and more of a financial risk, internal development speed control unhappiness. In addition to information and market risks occur, there is also increasing operational risk, operational risk has become a major risk factor in the bankruptcy of financial institutions, but the risk of a more serious impact on the operation of local financial institutions.With the deepening reform of the rural financial system, the state paid three rural development, A RCCs caught many development opportunities for local economic development has made tremendous contributions. However, with the rapid economic development, A RCCs facing internal controls and operational risk challenges. Therefore, the first step in this paper for internal controls and operational risk analysis, to get some experience of foreign banks and the Bank of China. The second step, the analysis of internal controls and operational risk A RCCs problems and find ways to deal with the problem and by practical examples.The study of internal control deficiencies A RCCs proposed five solutions: to strengthen internal controls and construction of rural credit cooperatives risk management culture, establish and improve the operational risk management system, establish and improve the information technology system to improve information disclosure, improve internal control physique, improve execution, construction of internal audit independence and authority. Looking to improve the internal control system of rural credit cooperatives A method of establishing rural credit cooperatives can improve the system of internal control A RCCs.
