In recent years, the problem of resource and environment has attracted more and more attention of international society. Because the audit in supervision and promoting the positive role of government for resource conservation and environmental protection work, so the resources environment audit as an important government audit types emerge as the times require. Auditing resources and environment of our government from the establishment to the development of a relatively short time, relevant laws and regulations have yet to be perfect, to the contents of the field is to be extended, but it is in the promotion of resource environmental policy implementation, improve efficiency in the use of funds for environmental protection, urged local governments to increase environmental protection and resource conservation efforts, the transformation of leading cadres "only GDP" theory the role of great achievement view. Beijing as the national capital of our country, the development of governmental resources and environment audit, can effectively escort the ecological civilization construction of our capital.In this paper, the Beijing city’s governmental resources and environment audit as the basis of the study, with the construction of ecological civilization as the background, through analyzing the theory and Research on resources and environment audit of our country and abroad, combined with the situation in Beijing city and ecological civilization construction of new content, to explore the new changes of Beijing city government resources environment audit development and new requirement which brings by the construction of ecological civilization. Through the research methods of interview, questionnaire survey, statistical analysis, combined with the resources and environment audit project in Beijing city audit organs in the implementation of the typical cases, in-depth analysis of the status quo and characteristics of Beijing city government resources and environment audit and the problems, this paper pay attention to the advanced experience and reference for the National Audit Office and the other provinces and cities the auditing organ, also draw lessons from the resources and environment audit of foreign countries, in order to perfect the audit system and mechanism, to strengthen the concept of ecological civilization, to achieve full coverage, to promote the innovation of audit method of network audit, as the goal, put forward countermeasures and suggestions on the development of the government resources and environment audit of Beijing.
