Telecommunication industry is closely related to people’s work and life, and it is an important pillar industry of the national economy. Since telecommunications monopoly has been the focus of people discussions, the antitrust reform of the telecommunications industry will attract more attention. Meanwhile, as the representative of network industry, the successful antitrust experience in the telecommunications industry can be used for reference to other network-based industries such as electric power, railway industry reform.Starting from the basic theory of natural monopoly, administrative monopoly, and combining with the antitrust economics theory of different periods, this paper reviews and analyses our previous telecom reform process. Along with the economic development and upgrading of telecommunications technology, natural monopoly attributes of China’s telecommunications industry is constantly dissipated, at the same time, with the deepening of the reform, administrative monopoly and economic monopoly appear alternatingly. Although the reform of our telecommunications industry has been along the path to break the monopoly, yet the current pattern of competition has not fully formed.This paper analyses the course of the reform of the telecommunications industry in United States, Britain, Japan, which are the representatives of the developed countries, and sums up the antitrust experiences of the foreign telecommunications industry, and this paper also analyses the development status quo of China’s telecommunications industry from an economic point of view, points out the monopoly problems of the development of China’s telecommunications industry, and gives personal suggestions:to accelerate the introduction of Telecom Basic Law, to make additions and amendments to the telecommunications Regulations with the development of telecommunications regulatory blind spots; to establish an independent, authority, comprehensive telecommunications regulatory agencies; to promote the internet work interoperability; to attract private enterprises to enter the telecommunications industry; to eliminate the trade barriers to entry, moderately open to foreign investment.
