In modern commercial bank performance management, performance evaluation is a very important part. Balanced Scorecard is an new performance evaluation and management tool that combination of the financial and non-financial evaluation, which breaks through the limitations of traditional financial performance evaluation, can measure and integrate the performance of agribusiness bank, emphasizing the achieve to strategic goals of the organization, can transfer the strategic goals of Agriculture and Commerce Bank to the management of specific activities, promoting rapid and sustainable development of Agriculture and Commerce Bank,In this paper, taking A Rural Commercial Bank for example, according to its business development and internal organization structure, focus on building performance evaluation system of A Agriculture and Commerce Bank using the Balanced Scorecard theory. First, the four dimensions of performance evaluation indicators were analyzed and got the general description of A Agriculture and Commerce Bank performance evaluation index, then select the representative and related papers and books of10scholars to analysis and summary of their common point for selecting the performance evaluation indicators to commercial bank. According to the conclusion based on10scholars, the questionnaire was designed and handled the collection data using scientific analysis approach. The last conclude the dimensions of bank performance evaluation system. This paper aims to optimize A Agriculture and Commerce Bank performance assessment system by using the BSC that is an advanced and scientific performance evaluation tools.The paper focusing on the combination of the theory and practice and using research and empirical analysis, applied the performance evaluation system to the performance evaluation of A Rural Commercial Band.
