With the development of knowledge economy, technological innovation has become the main way of promoting competitiveness and economic growth. Most of developed countries treat technological innovation as effective prescription to economic disease. However, the higher technology innovation ability does not bring higher competitiveness in some industries. Technology innovation encounters a "bottleneck". If we can not consider characteristics of different industries and the matching of technological innovation ability and industries, merely to enhance the ability of technological innovation, technological innovation ability does not have a positive impact on industrial competitiveness. Therefore, according to industry characteristics and its sub industries, exploring the matching between competitiveness and technological innovation ability, has the vital significance to the development of industry.At present, manufacturing industry is still the main part of the world economy; manufacturing industry is the pillar of the national economy and important source of economic growth. Manufacturing also play dominant role of in Chinese Province. External factors and internal factors make worse competitiveness of the manufacturing industry.Therefore, this paper first describes the research of scholars at home and abroad about technological innovation ability, industrial technological innovation ability, industrial competitiveness and the relationship between technological innovation ability and industrial competitiveness, constructs the evaluation index system of technological innovation ability and industrial competitiveness, and analyze the relationship between technological innovation ability and industrial competitiveness of Chinese Province. We determine the weight of evaluation index of industrial competitiveness by using principal component analysis method; obtain correlation degree of technological innovation ability index and industrial competitiveness using grey relational analysis method, then analyze the technology innovation ability of key elements affecting the competitiveness of manufacturing industry in China. We find, effects of technological innovation ability to manufacturing industry competitiveness are important. From the point of the industry, to the same industry, the relation between technological innovation ability and industrial competitiveness is positive and identity; from the point of the index, technological innovation ability is affecting our country manufacturing industry competitiveness and each single index. The largest correlation value is the imported technology digestion and absorption rate, the order of correlation value is proportion of new products exports to the sale of new products, the proportion of the enterprise owning R&D activities, the number of invention patents per10000workers, R&D staff intensity, proportion of patent applications to the total number of industry, R&D investment intensity, the proportion of new product sales revenue to total sales revenue.Finally, based on the present situation of Chinese manufacturing industry and the results of empirical analysis, we put forward some suggestions to improve manufacturing technological innovation ability and industrial competitiveness in China. For example, we must increase investment in technology innovation, develop advanced manufacturing industry and formulate reasonable industrial policy.
