Study On The Evaluation Of The Management Efficiency Of Agricultural Listed Companies In China

Efficiency is not only the core issues in the study of economics, but also is the goal of the enterprise management.On the one hand, the efficiency of enterprise management reflects the enterprise’s own performance, and on the other hand, it is closely linked with the healthy development of national economy. China is a typical binary society, the argriculture and the rural economy is important for the whole society economy. With the gradually mature of China’s captital market, the number of agricultural listing Corporation has increased largely. However, with the development the enterprises are faced a series of problems at the same time, such as the poor performance in the agricultural tectonic plate market, unreasonable scale, weak profitability ability, unstable operating performances,etc.Therefore, in order to provide some prople countermeasures and suggestions for the efficiency progress of agricultural listing Corporation, it has the necessity and importance of reality for us to know how to evaluate the efficiency of agricultural listing Corporation.In recent years, in both domestic and foreign academic circles, the existeing study on the operating efficiency of agricultural listing Corporation has got certain achievements, and the researches mainly focus on the frontier efficiency of the agriculture listing Corporation. But the present literature is limited in the static analysis, and it is lack of the study that makes a more comprehensive evaluation in a dynamic perspective for the efficiency change of agriculture listing Corporation in a specific period. Therefore, this paper used the data envelopment analysis (DEA) method, and built the static efficiency model and the dynamic efficiency model respectively to measure the efficiency change of57agricultural listing Corporation from the year2010to2012. The evaluation and analysis result of the efficiency is divided into two parts as follows:In the static study, this paper used C2R model and C2GS2model to analyze the technical efficiency, the pure technical efficiency and scale efficiency, and uses the super efficiency model to do benchmarking analysis for the enterprises which has achieved the optimal efficiency. The empirical results show that:(1) in the sample period, the proportion of the agricultural listing Corporation which achieved operating efficiency is low relatively, and the effiency has a large fluctuation degree, but look from the whole, the operation efficiency of agricultural listing corporation is continuously improved, showing a good momentum of development;(2) there are obvious differences among the operating efficiency of agricultural listing Corporation in different regions and sub sectors, which needs to cordinate the development relationship in each region and sub sectors in order to promote the healthy development of the whole industry;(3) most agricultural listing Corporation has made full use of the resources in the process of production and operation, which means that the investment reached the best combination and the pure technical efficiency is high. But the pure technical efficiency is higher than the scale efficiency, and there are no agricultural listing Corporation n the scale reward descending state. All of there indicates that the agricultural listing Corporation need to further expand the scale of production and operation and optimize the scale structure;(4) from the perspective of the prerequisite of managing efficiency, agricultural listing Corporation must strengthen the management, and take various factors, such as management policy, technology, capital and market into consideration in the actual operating process to enhance the level of profitability and improve operational efficiency.In the dynamic study, this paper uses WA-DEA model to analyze the efficiency change of57agricultural listing Corporation from the year2010to2012in successive time windows, combined with Malmquist-DEA index model to analyze the impact on total factor productivity of the technological innovation, the improvement of technical efficiency, the improvement of scale efficiency improvement. The empirical results show that:(1) in the sample period, although there exists differences among the change of the operating efficiency of agricultural listing Corporation in different regions and sub sectors, the overall trend is consistent and is in rising;(2) in the sample period, the enhance of the operating efficiency mainly comes from the improvement of technical efficiency, namely "catch-up effect", while the "growth effect" caused by the introduction of technology innovation, the upgrading of industrial technology and other technical progress factors is insufficient. At the same time, the improvement of technical efficiency is maily due to the enhance of the pure technical efficiency rather than the scale efficiency;(3) the regions(such as Eastern) and the sub sectors(such as agricultural processing) which performance better in static operating efficiency analysis also peformance better in dynamic operational efficiency analysis, and the regions(such as Western) and the sub sectors(such as Forestry) which performance weaker in static operating efficiency analysis show an obvious catching trend, and the problems (such as unstateble efficiency) exist still in in dynamic study. However, the Matthew effect is not reflected in stucy, which indicates that the development of the agricultural listing Corporation in each region and sub sector will be in a dynamic equilibrium development track with competition and cooperation.
