The results showed that:during the period of2000-2011, Qingdao above scale industrial energy intensity on the whole shows the trend of decrease, structure share, reduce industrial energy intensity decrease continuously, the efficiency share increases gradually, great influence and build a resource-saving society rate on the structure share and efficiency share. In order to promote the continuous decline in Qingdao city industrial energy intensity, should continue to strengthen the structure adjustment and the optimization and upgrading of the industrial city of Qingdao inside, development of high-tech industry, vigorously develop the circular economy.The construction of a resource-saving society had a very significant effect in reducing Qingdao above scale industrial energy intensity. But there are significant differences between the mining industry, manufacturing industry and coal gas industry and the different time. In the fall, the late effects of energy intensity of mining and manufacturing decline (2006-2011) than previous results (2004-2005), and electricity gas industry-the effect more obvious; the rate of decline in the late fall, the effect of the energy intensity of mining andmanu facturing is greater than that of the more significant effect, coal the effect of gas industry. The construction of a resource-saving society to further promote the convergence trend of Qingdao above scale industrial sector energy intensity, whether early or late in the fall to the Department of energy intensity have convergence effect further, and the departments of energy intensity convergence speed convergence speed than departments late in the energy intensity.
