Improving The Design And Implementation Of Inner Mongolia Spark Technology 12396 Information Service System

Agriculture informatization is vital to accelerate development of China modern agriculture and invigorate rural areas. In recent years, more and more projects related to agriculture informatization have been approved, and the project of Agriculture Technology110played a vanguard role. In order to improve services, Ministry of Science and Technology renamed the "Agriculture Technology110"to "Spark Program12396" in2008.Inner Mongolia Spark Program12396information service system is the first pilot program for state Spark Program12396."Inner Mongolia12396"have made great progress in serving farmers and herdsmen. However, the information services in Rural Husbandry Area in Inner Mongolia are still restraining factors of developing agriculture, rural areas and farmers. Useful available information is of the active demand for agriculture-related enterprises, farmers and herdsmen. But weak service ability leads to the difficulty of spreading available information to agriculture-related enterprises and farmers.This paper is intended to further improve "Inner Mongolia12396", based on previous good work foundation. It involves the following aspects:redesign top-level structure, improve platform, construct infrastructure network, standardize service, and put forward specific scheduled plan, analysis of difficulties, risk prediction, management, safeguard measures. This project is fit for the situation in Inner Mongolia and agricultural and animal husbandry production. Meanwhile, the new idea proposed in this paper is beneficial to solving problems of system construction.
