An Empirical Study On The Linkage Policy Of Urban And Rural Construction Land In Jinning County

Contradictions between city construction land increasing demand and limitedsupply of land, the conflict between urban construction land shortage and coexistingrural collective construction land waste have been hindering the urbanizationprocessing and the new socialist countryside construction. It is a effective response tothe dilemma of land shortage for urbanization construction on the consideration of thebasic legal existing cultivated area make saving use of urban and rural constructionland with integration and planning, allowing the collective land and state-owned landtake part in the market circulation. The formal introduction of increment-decrementlinkage policy of urban and rural construction provides the statutory basis for theunified planning of urban and rural construction land consolidation operation. JinningCounty, as an important part of Kunming’s lake economic circle, applied for the urbanand rural construction land linked pilot project. The specific implementation of theproject has achieved positive results, but there are some of the problems to be studiedand solved.At present, the first phase of the project has been basically completed. Thepothook project has been advancing the construction of urbanization in JinningCounty aggressively, and integrating the local stock construction land effectively tosupport the development of local economy and society. At the same time, with thecountryside land management system reform deepening,farming turn city worksteadily, the planning area of rural residents living conditions have been greatlyimproved.At present, the projects mainly face the following five problems: first is the lackof urban public goods supply, the lag of infrastructure; second is the resource carryingcapacity and ecological problems；third is the rights and interests of farmers has notbeen fully respected and protected; Fourth,the project has unilateral and excusivedrawback,supervision of project implementation should be further improved; fifth is the public participation is not high. The existence of these problems to a certain extent,determines whether the urban construction in Jinning County Land linked to thesecond phase of the project’s smoothly, must cause height to take seriously and solve.This research believed the local government of Jinning county should do fromthe following aspects: first, broaden the financing channels, and actively explore thebenign circulation mode of financing; Second, try to elevate the scale ofenvironmental protection technology and capital investment, strengthen the executivepower of environmental protection policy, conserve the local benign ecologicalenvironment.; Third,the local government departments should timely adjust andperfect relevant policies, In the meantime,continue to deepen the reform ofgovernment institutions,improve the government’s executive power and efficiency;fourth is to strengthen the ideological education of farmers to promote the policyidentity, increase farmer employment, entrepreneurship support; Fifth,perfect thefarmers’ rights and interests protection system, actively optimize and adjust theindustrial structure to promote the employment.
