In the past decade, China’s FDI in U.S. has witnessed a surprising speed. Itsoutflow in America has soured to4.048billion dollars in2012, which is1.235timesas last year. As a result, U.S.A turned out to be the most attractive destination forChina’s capital. However, China’s OFDI in U.S. has displayed a apparentheterogeneity in varied industries, which would in turn lead to different reversetechnology spillovers to China. This paper analysed the current status of China’sOFDI in America from scale, pattern, investor and industries, which demonstrates thatChina’s OFDI in America has an apparent heterogeneity in varied industries. Then thewriter made use of empirical analysis.First of all, this paper employed DEA model to calculate every industryMalmquist index, Eff index and TEC index, which indicate Eff index and TEC indexwould account for different responsibilities to TFP based on the varied industries.Then, calculate the reverse spillovers with L-P model revised, which implies that themost nominate reverse spillovers happened to Manufacture, while the true onehappened to Scientific Research and Technology Service.Last but not least, this paper calculated the Grey Relation between the TFP&Reverse spillover, the Eff&Reverse Spillover, the TEC&Reverse Spilloverrespectively. In a conclusion, concerning TFP, most of the industry tend to be themedium relation while small parts are strong, including Manufacture.Therefore, the writer would like to present the following suggestions to improvethe reverse spillovers.1st, balance the investment structure to maximize the reversespillovers.2nd, subsidize those enterprises whose technology lags far behind U.S.,while encourage those whose technology is close to U.S..3rd, accelarateinformatization to maximize the transfer efficiency.4th, reinforce the absorptivecapacibility to absorb the reverse spillovers and carry out innovation.5th, perfect thefinancial system to decrease finance costs and lay a strong foundation to invest.
