Current Situation Of Industrial Structure In Yunnan Province And Optimized Fiscal Policy Support

Yunnan Province is located in the southwest frontier of China, adjacent toVietnam, Laos, Myanmar, connecting to the China-ASEAN Free Trade Area andSouth Asia Free Trade Area, being the portal of China to ASEAN-oriented.Geographical characteristics lets Yunnan Province occupies a prominent position inthe country, especially in the the open border pattern of southwestern region, whichcreates favorable conditions for the opening of Yunnan Province. The concept of"Eurasian Continental Bridge" strengthen its geographic advantage of connect threeAsians and communication three Oceans further, so that Yunnan Province has animportant strategic position in the policy of opening to the outside world. YunnanSince then, Yunnan Province changes to the" open frontier from the borderperipheral. As Yunnan Province is a backward province, there exists contradictionbetween the level of economic development and industrial structure with its strategyas a bridgehead. Yunnan Province’s economic development and industrialrestructuring made tremendous progress, at the same time, there are constraintsstructural optimization problems in its industrial structure: low level ofindustrialization; the low quality of the labor force; industrial structure changesslowly, and disharmony in employment structure and industrial output; and son.Therefore, under the this background, in this paper I will analysis the thestatus of the industrial structure in Yunnan Province, found the existing problems,put forward the industry fiscal policy adapting to the economic growth of YunnanProvince, by using of financial, industrial economics theories, to promote therealization of the strategic bridgehead in Yunnan Province. This paper will give analysis from the following aspects: First, analyse the main factors affecting theadjustment of industrial structure; Second, among the main factors affecting theindustrial structure, mainly analyse the relations between the labor structure andeconomic growth with the industrial structure,giving the empirical analysis infurther; Again, study the impact of the fiscal policy to the economic growth of thethree industries by empirical analysis, including financial expenditure and revenuepolicy; analyse policy bias of fiscal policy on industrial restructuring combined withthe relation between the economic growth and industrial structure; Finally, give theconclusions based on earlier empirical analysis in this article, as well as positivecorrelation of the fiscal policy bias and the number of jobs, put forward financialexpenditure policies and fiscal revenue policies in accordance with the threeindustries to promote the optimization and upgrading of industrial structure to beoptimized., achieving the province’s rapid economic growth.
