To develop smart grid is the important means to achieve the revolution about energy production, consumption, technology and system in our country. As the more and more high penetration of new energy, the distributed power generation technology becomes more and more mature, the regional power grid interconnection becomes closer and closer. Energy development 12 th five-year plan listed the smart grid construction as key projects; The national development and reform commission, the national energy administration issued the guidance to promote the development of smart grid on July 6, 2015, clearly put forward that China will set up the smart grid system to 2020.1、The medium voltage relay protection platform discussed in this paper based on intelligent Substation Automation system(SAS). In the beginning of the article, intelligent design as a starting point is designed for medium voltage power transmission and distribution lines, and the protection device of communication technology is expounded in the development of smart substation. This subject introduces a kind of the combination of relay protection device based on uCLinux operating system and a dual core processor, on the premise of hardware simplified, finished three remote real-time monitoring functions, to achieve rapid protection logic judgment and make the corresponding protection action. According to the definite time relay protection of the IEC61850 standard, the platform divide the logical node instance used in interval layer, according to control, monitoring and protection function implementation to model the ICD configuration file, and based on open source library libIEC61850 to build relay protection communication model, expounds the application of object-oriented relay protection platform program implementation process, the function of lib IEC61850 is verified by MMS vertical communication and Goose horizontal communication.2、IEC61850 standard does not instantiate the dataset and report control block, this definition is left in project implementation stages. Aiming at this situation, this paper selects the multi-core embedded platform, and describes the hardware and software framework, combining the implementation method of lib IEC61850 open source library, relizing IEC61850 server cross-platform transplantation by cross compile tools, detailed the realization of the report, data set and Goose control block.3、Application of IEC61850 standard greatly enhances the efficiency of the communication between the equipment, and avoids misoperation problem caused by the hardwire signal propagation delay. In order to verify that the platform has a more rapid communication function, a set of line fault application solutions are designed, it turned out that Goose communication can effectively achieve to cut off fault line rapidly through IEC61850 standard.
