In recent years, environmental pollution and energy shortages have brought dual pressures to Chinese economic and social development. Besides these, new challenges to the safety and economy of the power companies have raised as well. For these reasons, China has actively carried out a lot of research projects in DSM and strongly supported the promotion and application of new energy technologies. With the introduction of the relevant incentives, a lot of great progress has been made in Chinese DSM technologies, and the proportion of new energy in the overall energy structure is growing rapidly. Despite of the general balance of electricity supply and demand, power supply can not fully meet the needs of users at some time especially at the hot time of summer. So a lot of regions have adopted some load managements to protect the electricity supply. But most of these measures are applied to industrial users to limit their electricity supply, while the major promoters (distribution network in the business users, residential users) who create the peak load are ignored. And on the contrary their air conditioning load and heating load have a good capacity to interact energy with the grid. To dig the interactive capacity of the users in the distribution network, this thesis is based on a study of users’ load survey massive load data stored in the Electric Information Acquisition System, and finally probes into the interactive capacity by the aspect of the entire distribution network, which has great significance to the future application of DSM technologies in the distribution network.Due to the large varieties and numbers of electricity users, it is impossible to research each one of them. So in this thesis a classification model for power users and a screening model to select the typical power users are established on the basis of the Classification Of National Economic Industries. Through the field researches of the typical power users chosen by the two models and the systematic and comprehensive analysis of the load information to grasp their load characteristics, their interactive capacity was ascertained. Finally, the Monte Carlo simulation sampling was adopted to simulate the response of the power users who interact in the power network with IEEE14 nodes and an analysis of the interactive result was provided.The analytical methods of load characteristics and interactive capacity of power users in the thesis can not only be applied to evaluate the clipping capacity of the system’s peak load for easing the power supply and demand, but also be applied to set the time-of-use price for reducing the entire power system’s difference between peak and valley, increasing the power equipment utilization and promoting the effective implementation of energy conservation.
