| The urban disease "Traffic congestion" is sweeping through China’s medium and small cities, some urban residents daily commuter traffic will due to traffic congestion cost nearly two hours, doubling traveler’s time cost. The governance of urban traffic congestion situation is urgent, as the direct participation of urban traffic, traveler benefit should be guaranteed at first. To maximize the traveler benefit in exploring the measures of congestion controlling, that will achieve better results and are more easily accepted by the public.This paper firstly describes the basic concept and the theory of the city traffic congestion mechanism, governance theory and governance mode, and then on the analysis of factors of the residents choosing travel mode, discussing the basic theory and calculation method of the travel costs and the traveler benefits. On the basis of the above analysis, putting forward three representative governance measures, including building the subway, setting Bus Lane, Congestion Charging, combined strategy. And then qualitative analyzing the effect of these measures on travel behavior before and after improved transportation, and the mechanism on the traffic system, Finally based on NL model and Logsum difference method build a model to traveler benefit calculation model, and based on the these typical strategies measures the change of residents travel behavior and the system benefit. Finally, taking a congested road as an example, analyzing the effect of measures on congestion and calculating system benefits, conclude that building the subway and setting Bus Lane can effectively alleviate traffic congestion and get a greater benefit. Residents’ travel behavior and the system benefits are more sensitive than travel time on the value of time, means that people of economic developed cities pay more attention to save travel time. |
