With the rapid development of China’s economy, the major ports along the coast have set off a building boom, hundreds of billions of port construction plans have been introduced, the competition between ports is unprecedented fierce. In order to enhance the competitiveness of enterprises, port enterprises are trying to improve the efficiency of loading and unloading operations, and how to use the existing resources reasonably to become a common problem faced by the port enterprises.XX coal terminal is located in the Pearl River Delta region of a professional coal import terminal, with 12.5 water depth of two meters of the unloading ship berths. Due to the increasing scale efficiency of shipbuilding technology and marine transportation, more and more water is used in large ships. To the ship to deal with large-scale development trend, coal terminal in the formulation of the ship berthing plan, not only to consider the wharf berths, water depth, and consideration of tidal effects. Therefore, the tidal effect has become a key factor to expand the capacity of the terminal business.This paper first introduces the basic equipment and loading and unloading process, analyzes the characteristics of the tide and the impact of the terminal operations, establish a mixed integer programming model for the tidal effect, use Cplex software to solve and verify the validity of the model, so as to achieve the purpose of reducing the ship in port.
