At present, the phenomenon on environmental pollution and waste of water resources is serious in China. The utilization efficiency of water resources is not high. And the water resources management mode in China is fall behind, which based on the term of safe water-supply. It has not adapted to the development of social, economic and environmental requirements.Based on the analysis of water resources development, utilization status and influence factors, this article put forward to the basic concept of water saving index, and establish the evaluation index system of water resources saving. It had discussed the method of saving water resources evaluation, including analytic hierarchy process(AHP), neural network(ANN) evaluation method and fuzzy comprehensive evaluation, and analysised and researched on the types of water resources in Tianjin. This article utilized three different methods to evaluate the degree of conservation of water resources of Tianjin. The evaluation results of water resources index of Tianjin were 7.43, 6.93, 8.28, by using the AHP method, ANN method, fuzzy comprehensive evaluation method. The results of errors were 0.015, 0.018, 0.008, and the standard error was 0.010. The fuzzy comprehensive evaluation method was better to evaluate the index system of water resource conservation.The degree of water saving in Tianjin, by fuzzy comprehensive evaluation method, was better.Based on the analysis of saving water, the fact that water resources utilization efficiency is not high, and the reasons of poor water resources in Tianjin, this article established the model and mode which are based on the idea of sustainable development of water resources management. By using the model of water resources management in Tianjin, this article got the allocation schemes of water resources optimization in Tianjin. According to the simulation results of this thesis, to 2030, the amount of underground water supply Tianjin city decreased by 1.95×108m3,and the effective utilizating capacity of surface water is increased by 4×108m3, and the water of unconventional increased from 0.26×108m3 to 0.36×108m3. It has reducing the amount of groundwater exploitation, and increasing the amount of other water resources. By appling the optimization scheme of water resources allocation, the level of saving water resources obviously improved in Tianjin.The water conservation index increased from 8.28 to 9.30.It had improved the utilization efficiency of water resources in a larger degree in Tianjin.
