Due to the difference of regional economic development level and the changes of regional comparative advantage, under the condition of market economy, some enterprises will transfer part or all of the products from the developed areas to the developing areas. Guangdong province promulgated relevant policies of industrial transfer to speed up the development of this trend,and to promote the construction of industrial transfer parks.Since 2004, Guangdong province first decide to build the industrial transfer parks, in 2006 began to assess the first batch of provincial industrial transfer parks, now the province has built more than 40 parks, covering Huizhou、Zhaoqing、Jiangmen and all cities outside of the pearl river delta. After nearly a decade of transfer parks construction, the economy of the region has been developed. But whether the event has reached the goal of the government’s expectations now? Whether a variety of support programs provided by the government is the fundamental reason for the transfer of enterprises? And what positive meaning has the construction of the park brought to the local development? By sorting out the existing literature, the present study focus mainly on to transfer park development characteristics, direction and effect, lack of transfer system evaluation on the implementation of the garden, much less with typical case study.So this paper takes the industrial transfer parks of Guangdong Province as the research object. First, on the basic of a pectination of current, to summarize the main features and existing problems of the development of the parks. Then selecting Guanshao Park and Lechang Park as the typical case analysis. Evaluating the two different parks on relationship between government and enterprises, industry upgrade, industrial cluster, environmental impact and labor supply which are expanded from the five principles of the "double shift" policy. Based on the field investigation data, combined with related literature and theoretical basis, analyzes the effect of industrial transfer policy on the construction of different types of parks. Then summarizes the problems of the parks and puts forward the optimization strategy. Finally, based on excellent park construction experience at home and abroad, provide clear path selection for the development of industrial transfer parks..
