A Research On Container Intermodal Transport Route Optimization Under The Four Carbon Regulatory Policies

Abstract/Summary:
As consumers have become more aware of environmental issues and the governments’ environmental policies become more stringent, various carbon regulations are used to reduce carbon emissions, such as the carbon tax in European Union, carbon trading in China’s pilot, etc. Transportation enterprises will face the issues on how to optimize transport path under different carbon regulations, manage carbon emissions et al. Therefore, the research of container intermodal transport under different carbon regulation of path optimization problem is of great theoretical and realistic significance for the enterprise and policymakers.After reviewing related literature, we gain the research basis, current situation and future development trend, summarize the deficiency of previous documents and study different operation mechanism of carbon regulations, finally, container intermodal transportation path optimization models under different carbon regulation was proposed with the goal of minimum total cost. The main research questions as follows:(1) How to choose the appropriate route and the mode of transportation, make the goods at the lowest total cost(transportation costs and carbon cost) transported to the destination?(2) The impact of different carbon regulation on optimal route and the total cost under different Scenarios. And ILOG software was used to solve the model, through getting the numerical results this paper provides certain reference for the enterprise and policy makers.The results show that:(1) Under different carbon regulatory policy, the optimal route changed with the vary of the policy parameters;(2) Among the four carbon regulation, although mandatory carbon emissions policy can reduce emissions in the short term, but short of continuous guiding and reduction; carbon tax is conducive to the carbon emission reduction along with the most severe financial burden for enterprises; Carbon cap-and-trade policy is a kind of economic regulatory policy, because it provides the enterprise flexibility to implement emission reduction in different time, different places; for carbon offsets, the optimal route selection strategy is the same as that of carbon tax, and because of the flexibility of the carbon offsets price, it brings less economic burden than carbon tax.(3) The policy makers can take some measures to make up for the defects of different policy, and also combine different policy together to reach the optimal effects.
