With the development of the grid intelligence, the power quality is not only the level of the national power, but also the important factor when the users choose which power supply company to trust. If the electric power quality factors deviate from the level of the state provisions of a certain amount of margin, this will cause some damage to the power generation and the power equipment. Therefore, it is quite significant to detect the power quality and improve the quality of power supply.At first, the paper introduces the concept of power quality, the variety of power quality problems and the damages they will cause. And then this paper did the detail research on the measurement and the calculation of all kinds of power quality parameters(voltage deviation, frequency deviation, harmonics, voltage fluctuations and flicker) in detail. In the light of the dynamic time-domain parameters which is hard to test----abrupt change of voltage, this paper provides a new algorithm which is based on wavelet transform, and this algorithm is also simulated in MATLAB and the simulation results show that this algorithm perform better in detecting the abrupt change of voltage. When we get the starting time and stop time, and then calculate the voltage between the two moments of average value, then we can determine the type of the abrupt change of voltage.According to the simulation result, this paper design a portable power quality analyzer which is based on DSP+ARM dual core, including the design of hardware platform and software system. According to the characteristics of ARM and DSP, we use DSP as the core processor of the system data processing operations, ARM as the core processor of the system management and human-computer interaction management, and ARM and DSP can communicate with each through the host interface. This paper designed the peripheral circuit of the DSP and ARM in detail in hardware part. The paper mainly software part mainly introduces the programming of FFT algorithm, and the transplantation of uc-os ARM operating system in software part.At last,we use this PQA device to detect the current and the voltage of a warm air machine load,then connect to PC to display the parameters which has been able to detect, the results meet the requirements we proposed.
