Due to the further development of the economic and society, it is reasonblely estimated that the energy consumption crisis must be intensified in the future. It is thus urgent to change the "extensive" mode of energy using with high consumption and low output. Especially, in Heilongjiang Province which is an important energy production base, its energy structure is mainly based on primary energy, which makes this province under the pressure of atmosphere environmental control and greenhouse gas emission reductioa Therefore, make planning for the energy system, especially for the electric power system in scientific, effective and reasonable way has an great strategic significance.This study take Heilongjiang Province as the research object, through the full range of identification of the power industry structure, power supply and demand, the environmental quality and other factors of uncertainties, based on the potential analysis of energy saving and emission reduction, minimize the whole cost of power and environmental system, combined with the long-term development planning of the local area power and environmental system, establish Heilongjiang province electric power industry coordinated control optimization model.The research results show that the power system optimization model based on the structure adjustment of Heilongjiang Province can comprehensively coordinate the economic, energy, environment and other factors through the scientific and systematic planning of energy activities and pollutant reduction, and make promote efficient, clean and sustainable development of Heilongjiang electric power system.It will provide scientific and effective theoretical basis for the diversification of power structure in Heilongjiang province to achieve the maximum social benefits.
