At present, under the background of increasing pressure in the energy and environment, distributed photovoltaic(PV) power generation is in the stage of rapid development all over the word, as it can make full use of solar energy resources, alternative and decrease fossil energy consumption, etc. In our country,distributed PV power generation has become an important power to promote energy production and consumption revolution with its broad application prospects.In 2014,the National Energy Board issued the’on the further implementation of distributed PV policy notice’,which proposed to strengthen the development of distributed PV power generation,attach great importance to the investment planning and application work of distributed PV power generation,and encourage a variety of styles of distributed PV power generation. In March 2015, the CPC Central Committee,the State Council issued the’Opinions on Further Deepening the reform of power’,which proposed to develop distributed PV power generation actively,improve energy efficiency and power-consumptive capacity,perfect the management of distributed PV power generation,give full liberalization to the end-consumer market of distributed generation,establish a new mechanism for the development of distributed generation,and build solar energy and other types of distributed generation suiting for local conditions.However, at present, its cost is generally higher than the coal fired power generation,distributed PV power generation project has a low level of income,which directly affects people’s investment in the construction of distributed PV power generation projects.Therefore,it is necessary to study and analyze the cost,benefit and compensation of distributed PV power generation,and establish a dynamic compensation model to ensure the healthy and sustainable development of distributed PV industry.Firstly,this paper summarizes the development status,the subsidy policy and the problem of the distributed PV power generation in China, analyzes the factors affecting its cost and benefit, and studies the dynamic characteristics of the influence factors from the two angles of internal microscopic and external macroscopic.Then,based on cost-based learning curve theory, this paper puts forward the distributed PV power generation dynamic cost calculation model, the feed-in tariff calculation and dynamic adjustment model, and the dynamic compensation model.The distributed PV power generation dynamic compensation model includes distributed PV power generation feed-in tariff subsidies model,the construction subsidies model and the electricity subsidy model.On the basis of the research on the models, this paper carries out distributed PV power generation cost,feed-in tariff,economic benefit,subsidies to empirical analysis through the consideration of stage, region,user type,spontaneous self used ratio and other factors. Combined with the conclusion of the empirical research and under the background of power system reform,some reasonable suggestions on China’s future Compensation incentive policy of distributed PV power generation are proposed.
