With the construction projects are becoming bigger and more complex,safety accidents occur frequently,traditional management model can’t fit the demands of the modern construction project management. A new management idea and model is needed urgently.This paper introduces a new concept of construction reliability.It is an effective way to realize the construction project management work by combing with the project management.The main innovated works of this paper are following:(1)Based on analysis the engineering relationship between the partial project construction,turn into the logical relationship,the construction network reliability block diagram for the unit work is built. The time and cost reliability of work units is calculated by the theory of probabilistic method of historical data statistics,the quality and safety reliability of work units is calculated by the Fault Tree Analysis.(2)According to the model of the construction reliability,the reliability value of construction system based on different target is solved by the BDD algorithm,propose the geometric mean of time limit for a project,cost,quality and safety as the system construction system reliability,and evaluate the construction system reliability level according to the existing construction system reliability interval division.(3)The aim of construction is cost,time,quality and safe,optimization model of construction project is built, and two qualitative indicators of quality and safety are quantified,the model is resolved through Ant Colony Algorithm.In the end of the paper, a pipe gallery project is selected to verify.The example verified to the construction of the system reliability constraints based on time, cost, quality and safety of project multi-objective optimization theory is feasible, according to search out the reliability of the best path to obtain the corresponding to the construction scheme, then this construction plan is the project of optimal construction scheme. It provides a new way of thinking for the selection of construction scheme, which is of great practical significance.
