With the rapid development of social economy and continues growth of population, the contradiction between water supply and demand in Pingdingshan City is increasingly prominent, the sustainable development of local economy and social has been restricted by water shortage seriously. Water resources optimal allocation can improve the comprehensive utilization efficient of water resources through distributing water resources among different regions and water users fairly and effectively, which is an effective measure to alleviate the contradiction between water supply and demand, as well as realize the sustainable utilization of water resources.Therefore, in view of the sustainable utilization of water resources, it is of great significance to study water resources optimal allocation and explore reseaonable water use pattern in planning year for Pingdingshan City. The main research contents and results are as follows.(1)The construction and characteristics of water resources system of Pingdingshan City is analysed from water supply system and water demand system respectively. Generalization of water resources deployment network chart of Pingdingshan City is drawed according to the location of water supply projects and hydraulic connection between water supply sources and water users. In the chart, all kinds of reservoirs, the South-to-North water transfer project, diversion projects,water-lifting projects, groundwater engineerings, main rivers and diversion channels are considered. According to the chart, the relationship among water supply,utilization, consumption and drainage of Pingdingshan City is confirmed.(2)According to the specific situation of Pingdingshan City, Pingmei group,Yaomeng power station and Wugang company are studied as separate water user, five large reservoirs are studied as separate water supply source. Combined with related development plans and basic data, the prediction of water demand and available water supply in planning year is carried out based on detailed water supply sources and water users. The thought of setting schemes of water resources optimal allocation of Pingdingshan City is cleared based on the analyses of balance between water supply and demand.(3)A multi-object, multi-partition, multi-source model for regional water resources optimal allocation is established. In the model, the objective function is consist of economic benefit object, social benefit object and ecological environment benefit object, and the constraint situation is consist of water supply capacity, water demand, water-carrying capacity and variable nonnegative. Lingo software is used to solve the model.(4)From the prespective of balance between water supply and demand, water resources optimal allocation of Pingdingshan City in planning year is studied according to the thought of adding control measures to basic scheme step by step. The results show that Pingdingshan City can almost achieve balance between water supply and demand by strengthening water saving, increasing water supply projects according to plans, making full use of the South-to-North water transfer project by design, and distributing water resources cross-regional within Pingdingshan City through the South-to-North water transfer project based on the basic scheme, which is recommended as the adopted scheme in planning year. And comprared with other measures, distributing water resources cross-regional within Pingdingshan City through the South-to-North water transfer project plays a more significant role in reducing the degree of water shortage. Then countermeasures and suggestions of reasonable exploitation and utilization of local water resources are put forward based on the adopted scheme in planning year and problems existing in the development and utilization of water resources at present.
