Railway signal system is one of the important basic equipment of railway transportation system, and it is an important guarantee for the safe running of the train. Frequency-Shift Track Circuit is an important part of the railway automatic block signal equipment, and it is the key equipment to ensure the safety of railway transportation. Nowadays, our country’s signal centralized monitoring system, lack of the FrequencyShift Track Circuit outdoor equipment electrical characteristics, Frequency-Shift signal quality monitoring, can not fully reflect the actual running state of the outdoor signal equipment.Development of a can be real-time supervision and measurement of Frequency-Shift Track Circuit monitoring system can greatly enhance signal personnel of Frequency-Shift Track Circuit monitoring and maintenance ability. As well as reducing the large number of inspection work which takes great labor cost and time cost. The maintenance management personnel can fully grasp the track circuit of real-time operation, found promptly the key point of the device changes, important parameters, such as excessive situation, and make for the maintenance and inspection plan.An outdoor monitoring system for ZPW-2000 Frequency-Shift Track Circuit is designed in this paper. The characteristic of ZPW-2000 Frequency-Shift signal is analyzed in detail, and the basic structure and operational principle of the track circuit are also analyzed. Relevant signal monitoring system development and design standards, as well as technical specifications, which is established by the Railway Corporation and the national standards committee are referenced. The paper proposed a whole implementation scheme of ZPW-2000 Frequency-Shift Track Circuit outdoor monitoring system. Foundation module designs of FSK signal acquisition, Frequency-Shift signal decoding and long distance serial communication are involved.
