The background, planning, market, location, general situation, resource elements, construction conditions of the project will be analyzed to determined the general rules, planning basis, planning principle, subject thought and target location, etc. The general layout and region division were determined based on the general rules and background, and the industry, sightseeing, service facilities and infrastructures were designed, after th m2 t, the economic indicator and planning by stages were determined eventually.
